What Is H-15 Form?
The H-15 Form is the Texas Railroad Commission's monthly report specifically for produced water injection — capturing the volumes of saltwater (produced water) disposed of in permitted underground injection wells. While similar to the H-10, the H-15 focuses specifically on produced water volumes and is often paired with H-10 filings for operators with active SWD programs.
H-15 vs. H-10: What's the Difference?
Both the H-10 and H-15 are TX RRC injection well reports, but they serve different purposes:
- H-10: General injection well monthly report covering all types of injection wells
- H-15: Specifically tracks produced water volumes being injected for disposal
Operators with active saltwater disposal programs typically file both forms. The H-15 provides the TX RRC with a detailed accounting of produced water disposition — an increasingly important regulatory concern as Texas produced water volumes continue to grow.
Why H-15 Accuracy Matters
Produced water management is one of the most critical — and costly — operational challenges for Texas oil and gas operators. The H-15 creates a regulatory record of how produced water is being disposed of and in what volumes. Inaccurate H-15 filings can lead to permit violations and regulatory enforcement actions. With produced water volumes often exceeding oil production volumes 5:1 or more in mature Permian Basin fields, H-15 data is also closely monitored in connection with seismicity studies.
